Why are some producers from game developers release games crap?

I just bought one of the worst racing games I've played. I was at the video rental store that was having a closing sale and picked up some fairly cheap items. Test Drive Unlimited was one of them, even though it only paid $ 10 I still feel like I ripped. Atari Why even release this crap? You can not change the controls, the physics suck. I know it's an arcade type racing but still. Need for Speed ricer before they are 100 times better than this game. The only thing it has going for it is the selection Car and detail of everything they and the scenery more about the game makes me want to throw it away. Godzilla Unleashed rented the game again a few weeks ago, so Atari. Thank God I rented it before buying.
